Hard Rock Hotel & Casino Bristol Opens as Virginia's First Permanent Full-Service Casino Resort

Hard Rock Hotel & Casino Bristol opened in 2024, delivering Virginia's first permanent full-service casino resort and completing a project that had been underway since Bristol voters approved casino gambling in the November 2020 referendum. The permanent facility replaced The Bristol Casino: Future Home of Hard Rock Hotel & Casino Bristol — the temporary gaming venue that had operated since July 8, 2022 while the permanent resort was under construction.

From Temporary to Permanent

The Bristol Casino temporary facility had given Southwest Virginia its first taste of licensed casino gaming while the permanent Hard Rock resort was built. The temporary casino provided immediate tax revenue, employment, and entertainment for the region, and demonstrated the market demand that justified the investment in the full resort. When the permanent Hard Rock opened, it delivered a substantially expanded offering compared to the temporary facility.

The Hard Rock Brand

Hard Rock International — the global hospitality and gaming company — operates casino resorts, hotels, and entertainment venues worldwide. The Hard Rock brand brings international recognition, a distinctive entertainment-focused identity, and the company's casino and hospitality operational expertise. Hard Rock Bristol was developed through a partnership between The United Company (a Bristol, Virginia-based energy and real estate company) and Hard Rock International.

Southwest Virginia's Economic Context

Bristol, Virginia is located in the far southwest of the state, adjacent to the Tennessee border. The city and the broader Southwest Virginia region had faced economic challenges associated with the decline of coal mining and related industries. Casino development was viewed by local officials as a significant economic development opportunity — providing construction jobs during the building phase and permanent employment in hospitality, gaming, and food service once operational.

Virginia's Broader Casino Market

Hard Rock Bristol's permanent opening came as Virginia's other approved casino markets were also completing their development. The state's multi-city casino framework — with separate licensed markets in Bristol, Danville, Norfolk, Portsmouth, and Richmond — created geographically distributed regional casino employment and tax revenue across Virginia rather than concentrating gaming in a single metropolitan area.
