City of Dreams Mediterranean

City of Dreams Mediterranean is Europe's most significant new casino resort development of the 2020s: a €550 million integrated entertainment complex on the seafront of Limassol, Cyprus's second city and commercial port, developed by Melco Resorts & Entertainment — the Hong Kong–listed company behind City of Dreams Manila and Morpheus Macau, and now the holder of Cyprus's first and only casino resort licence.

The project was awarded by competitive tender in 2017 as part of Cyprus's historic decision to legalise casino gaming after decades of prohibition, with Melco winning a 30-year exclusive licence across Cyprus (meaning no other entity can operate a casino on the island) in exchange for a commitment to invest €550 million and create thousands of jobs. A temporary casino in Limassol began operating in June 2021 while the permanent integrated resort — including a 500-room hotel, entertainment arena, conference facilities, and a flagship casino floor — is built on the city's coastal strip.

The permanent City of Dreams Mediterranean, when complete, will be the largest resort complex in the eastern Mediterranean and among the top ten casino resorts in Europe by investment and scale. Limassol's position as a financial hub — it is home to numerous international companies, Russian and Middle Eastern wealth management firms, and the offshore operations of dozens of shipping and commodities businesses — gives the resort a wealthy resident and business visitor base supplemented by Cyprus's 4-million-visitor annual tourism market.
